pdfarchitect adding page in the wrong location

I am telling pdfarchitect to add a single page before page 21 in a 26 page document, so it should end up being page 21.  Instead it gets added before page 24 and thus ends up being page 24.  To observe this problem, after adding the page the document must be saved, pdfarchitect closed and then reopened.
