I don't know from what version of PDFCreator this behavior started but i've tried the following with 1.7.1 and 1.7.2 and the problem does exist. Here's what happens. Under Win7Pro SP1, i open MSWord (or any other program, it does not matter) and print a document to PDFCreator from it. PDFCreator printer is not the default. When i select PDFCreator and then press Print, MSWord prints the document but no PDFCreator window appears.
I checked AutoSave but it is turned off. After some search, i discovered that PDFCreator creates a folder named "PDFCreator" under %TEMP% but for some reason, the current user and/or Administrators group are not the owners of that folder. The result of course is that the current user cannot access this folder so PDFCreator does nothing what you send a document to it. Taking ownership of the folder just solves the problem.
