Problem with multiple copies of single document

We are creating a document label using SSRS (SQL 2008 R2) and then sending it to PDFCreator to form it into pdf for sending to another system to verify before printing.  However, it appears PDFCreator is creating multiple copies of said label.  Sometimes the copies are blank and the original works as intended, but sometimes the labels are exact duplicates, which creates severe issues with our processing, as our end shippers have no way of knowing whether it is an intentional duplication or not.  We are using the counter to differentiate label documents.  We would appreciate any suggestions or potential leads!
